Beste,

Sinds vannacht is de uitwisseling van de response-berichten van PNTS naar IRP hersteld en de backlog volledig verwerkt.

Bijgevolg wordt de eerder gecommuniceerde en uitzonderlijke werkwijze per direct ingetrokken / opgeschort.

Wij hopen u hiermee voldoende geïnformeerd te hebben.

Since last night, the exchange of response messages from PNTS to IRP has been restored, and the backlog has been fully processed.

The previously communicated exceptional procedure is hereby withdrawn and suspended with immediate effect.

Monitoring

dear IRP user,

The technical issue at Customs-side is resolved and the backlog of asynchronous responses like CRN's, MRN's, REN MRN's and release-messages from PNTS to IRP has been processed successfully which means that IRP and PNTS are again fully synchronized.

Other Customs-applications like AES, IDMS, NCTS and PLDA were already earlier on Saturday up-and-running.

We will keep monitoring the messages between PNTS and IRP during the next hours / on Sunday.

Finally, we will provide tomorrow an update when the current emergency procedure will be suspended.

Verlenging toelating van de Administrateur Generaal Belgische douane voor uitzondelrijke werkwijze tot 12/07/2026 - 22 uur ____________________________________________________________________________________________________________________

Beste,

Om de operationele impact op de zeehavens te beperken van de technische IT problemen bij de douane systemen is onderstaande toelating gegeven door de Administrateur generaal van de Belgisch douane :

De terminals mogen in bulk vrijgaves aanvragen volgens de afgesproken overrule procedure, dit om operationele impact te beperking in de zeehavens.

Dit kan uitzonderlijk tot zondagavond 12/07/2026 - 22 uur, door de lijst van containers die men wenst te laten vertrekken zonder customs vrijgave per email naar de regionale douane te bezorgen.Het is niet nodig om een berichtje per container in te sturen.

Op dit moment kan de douane omwille van technische problemen uw aanvraag echter niet beantwoorden.

De containers mogen vertrekken van terminal onder deze overrule procedure, dit zonder antwoord vanuit de douane.

De toelating is geldig tot morgen 12/07/2026 - 22 uur, tenzij de douane system eerder terug operationeel zijn en het IRP systeem terug vrijgaves zou ontvangen uit de douane system.

Deze transacties zullen gelogd worden ter consultatie nadien.

In de email van de terminals wordt duidelijk verwezen te worden naar deze expliciete toelating van de heer Kristian Vanderwaeren, Administrateur generaal Belgische douane,.

Dear,

To limit the operational impact on the Terminals caused by the technical IT issues affecting the Customs systems, the following authorization has been granted by the Administrator General of Belgian Customs:

Terminals are permitted to request releases in bulk according to the agreed override procedure, in order to minimize operational disruption in the seaports.

Exceptionally, until tomorrow evening 12/07/2026 - 22:00 hrs, terminals may send by email to their regional Customs office a list of containers they wish to have released without a Customs release message. It is not necessary to submit a separate request for each container.

At this moment, due to the ongoing technical issues, Customs is unable to respond to these requests.

Under this override procedure, containers may therefore depart from the terminal without awaiting a response from Customs.

This authorization is valid until tomorrow 12 July 2026 - 22:00 hrs, unless the Customs systems become operational again earlier and the IRP system resumes receiving release messages from Customs.

All transactions carried out under this procedure will be logged and will remain available for subsequent review and consultation.

In the email sent by the terminals, clear reference must be made to this explicit authorization granted by Mr. Kristian Vanderwaeren, Administrator General of Belgian Customs.

Dear IRP User,

ICT Customs has put a temporary solution in place since 10/07/2026 - 23h37 CEST to resolve the technical issue. This solution allowed us to send again messages from IRP to PNTS but so far we don't receive yet the asynchronous responses like CRN's, MRN's, REN MRN's and release-messages back from PNTS to IRP.
ICT Customs continues to work on a solution to fix also that part of the communication.

Other Customs-applications like AES, IDMS, NCTS and PLDA are meanwhile again up-and-running.

We remain in close contact with their team and will keep you informed of any further developments and progress.

ICT Customs has put a temporary solution in place since 10/07/2026 - 23h37 CEST to resolve the technical issue. This solution is now monitored but there's still a backlog which need to be processed by the different applications. ICT Customs continues to work on a final solution which should be deployed tomorrow.

Investigating

Dear IRP User,

We have been informed of latency issues within the Customs Authority systems, which are impacting the delivery and processing of customs messages.

This issue started on 10 July 2026 at 11:45h.

As a result, customs messages may experience delays due to performance issues on the Customs Authority side. To prevent data loss, affected messages are being safely buffered within the IRP platform and will be forwarded as soon as normal processing resumes.

We are closely monitoring the situation and remain in contact with the relevant authorities. We will provide further updates as soon as additional information becomes available.
